Shouldn't you be pointing the cfimport tag at the jar file? You have it
pointed at an xml file.

Plundering the ColdFusion 9 help documents :
http://tinyurl.com/cfimportjspsuggests that you point cfimport at a
jar file with your jsp files in it. I
see no reference to pointing to an XML file.

Probably totally off track, but thought I'd mention it.
