If you have ports installed you can use it to check dependancies.
Other than that no, there's no option really, since dependancies are
only recorded in the .tgz of the package.

What you should do is use PKG_CACHE: take an OpenBSD machine (e.g.
laptop), install all the packages you want while connected to the
university net, then afterwards extract them from the $PKG_CACHE
directory.
