Packages are just .tgz files (gzipped tar files), so they should be readable with WinZip or other Windows-based utilities that deal with compressed collections of files. In the base package you want, look for a file named +CONTENTS -- that's the text file that describes the package's contents, dependencies, and what happens when it gets installed. If I remember correctly, lines that begin with '@newdepend' specify what packages the current package depends on.
