Hi Mike, 

I'm a pretty dumb user but I've been using OpenBSD almost exclusively for a
couple of years now. As you may know console fonts are discussed in faq7.

But your question concerns fonts running under X fonts. So either  it is 
an Xfce problem or must it must be Xenocara defaults. I've never run xfce so
I cannot help there. Xenocara are not configured in /etc/X11/xinit/xinitrc
and I put mine in $HOME/.Xdefaults adding ported font paths in
$HOME/.xinitrc as I reinstall (rather than upgrade) on each Stable release. 

Try running 

$ pkg_info -L xfce

And see if you can find a file for fontconfiguration.

That's all I can suggest
