OpenCA tag openca_0_9_2_2 or openca_0_9_2_1 is required. It includes
patches for BigIng SERIAL, so DBI.pm has changed and if you are
upgrading existing installation, you should backup database before
upgrading and recreate it afterward. If you don't need BigInt SERIALs,
then edit patches/00list. SCEP not packaged yet.

But why don't you provide the .deb files for at least one architecture, so it would be easier to test your work?

And just like Martin Obertshausen said, it's not that easy to know or
to find how to build Debian Packages for OpenCA from Debian CVS.

I guess using a command like the following one could do, but you should
definitely provide a Makefile:
$ dpkg-buildpackage -rfakeroot
