your config looks OK. Did you run configure_etc.sh?
Please verify that etc/database/DBI.conf looks somehow like this:
<openca>
<database_config>
<debug>1</debug>
<type>mysql</type>
<name>openca</name>
<host>localhost</host>
<port>3306</port>
<user>openca</user>
<passwd>....</passwd>
<namespace></namespace>
...
