Its seems the whitelist is working, because

Spam score is 0. Also, when an email with 8-bit encoding uses a unknown charset, then any of the MTAs on the path may upgrade it to "unknown-8bit".

A relevant part of the RFC 1428 states the following:

"If no information about the character set in use is available, the
   gateway should upgrade the content by using the character set
   "unknown-8bit". The unknown-8bit value of the charset parameter
   indicates only that no reliable information about the character
   set(s) used in the message was available."

Maybe, you can disable OpenProtect and test if the result is still the same. In that case, the MTA is actually doing this conversion.
