For the Dutch readers amongst us, Dutch law very explicitly demands the 
possibility for destroying a patients record

art 455: 1. De hulpverlener vernietigt de door hem bewaarde bescheiden, 
bedoeld in artikel 454, binnen 3 maanden na een daartoe strekkend verzoek van 
de patient

One does not have to be a lawyer to understand this, but maybe a Dutchman.
There are some exclusions: if destroying the record can damage someone else, 
or if there are other laws applicable

But nevertheless:
There really is at this moment a strong legal reason for having a possibility 
to destroy a patients record.

I suggest there will be a possibility to destroy all patients-data in a 
Ehr-system, for countries where the law demands so.
One does not need to use it.
