Hmm.. one way is to configure surefire plugin to skip tests in test
phase. Then have a antrun execution bound to the test phase to spit
out that message.

Configure surefire plugin to run in some other phase that gets
executed during install lifecycle.

Jeremy ran into that issue too.  I'm not sure what's wrong with
running mvn test, but it just doesn't seem to work.
