I fully agree that indeed the community work goes towards this goal (quality, genericness etc.). Nevertheless this effort is not visible and understandable by the outside world. We currently have in the community (taken as a wide eco-environment including lp, github, apps.openerp.com and more) many redundant modules which are overlapping, as you suggest maybe incompatible and most of the time not working or not working together. Certification (or some other communication element) would allow to quickly get an idea of stable and useful community developments. This is where I think OCA can play a clear role as benevolent guide to the best pieces in the community. A company, new to OpenERP which tries to evaluate OpenERP for standard and extra feature, nowadays gets lost. The new users will need to dive deep inside the community, the forum etc. in order to have a feeling of it and with no insurance that the modules he could find are reliable, compatible between each other or will be maintained in the future. I would imagine that most of the users (and de facto potential customers) dont even go that far (lack of time, interest or technical knowledge) and cannot find clear answers about advanced community features. I would see the certification less as a technical quality control and more as an operation of marketing and visibility of the current community work.
