I have not used pure-ftpd so I cannot comment on it's real-world behavior,
but the feature set is quite impressive.
as for Posix ACLs, this old bug submission eludes to it supporting them:
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=284804
so I would say it is worth looking into.

Yeah, right now it's a toss up between lib_modftp and proftpd. Leaning
toward proftpd cos it has all the functionality we need (full
user/group/network ACLs)
