OK. Should be close enough (however, I would adjust it [on my Samsung
SyncMaster 2443?] to 95 dpi).

OK, so you would finally get:
0.10:  proportional: Arial 12px   monospace: DejaVu Sans Mono 12px
0.11:  proportional: Liberation Sans Regular 16px    monospace: Liberation Mono
Regular 12px

If we would omit the 'Liberation*' in the style completely, you would get now:
0.11:  proportional: DejaVu Sans 16px    monospace: DejaVu Sans Mono 12px

You may check this using something like:
fc-match -v 'monospace:pixelsize=12'
fc-match -v 'Liberation Sans:pixelsize=16'

So this explains IMHO the "too big" and "too small" ...

That's exactly the point! It is not part of the header/navbar, but actually
part of the main contents of the page. Actually, it should be part of the file
list table. But I guess, because '..' might be "too small [to click]" the
original author decided to pull it out of the table and give it a little bit
longer label ...
