depends on what your criteria for "best" are :-)  If you want 
explanations on how this stuff is supposed to be used then, yes,
it's the best reference I can give you.  If, however, you want 
to see the formal repository of the model, you have to wait for
a few more weeks until these most recent changes were applied to
the RIM.  It's been approved, but it needs time to implement it
in the model repository.

At some point these documents may as well migrate to the official
HL7 web site, but at this point I have no time to put it there.
