"Encoding" can mean different things, from how it is represented in an information model, over what code systems (vocabularies) to use, down to what bytes to store in a file or send over the wire. If you want to learn about the downstream activities that follow the information model to produce messages, you can read the HL7 Message Development Framework (MDF) from the HL7 web site (www.hl7.org.)
