Ok, I follow this argument. The question you raise is
basically, can coding systems as a concept (never mind the
code choosen) used in purpose A, also be used in purpose B.
You hint otherwise.
That's a very good question that should be answered, but
first let's discuss the purpose's and make sure we are
agreeing on those.
You state that purpose B is to have a computer analyse what
clinical actions were taken in patient care. Is that the
primary purpose behind new systems? Are there others?
