a) and e) clearly show that you are (quite understandably) looking for a
solution within the constraints of your locale but they are somewhat
contradictory, too.

Any regulation is bound to become obsolete. In the long term it's usually
better to solve the problem space and only subsequently applying external
constraints. But you knew that.
