from the VistA Monograph (caution with the wrap),
http://www.va.gov/vdl/monograph/vista_monograph2005-06.htm#_Toc86287787

"MailMan is an electronic messaging system that transmits messages,
computer programs, data dictionaries, and data between users and
applications located at the same or at different facilities. Network
MailMan disseminates information across any communications medium.

"When MailMan is integrated into an application, it notifies individuals
and groups about important events. From VA FileMan, a change in the
value of a field can trigger a message called a bulletin. MailMan is
easy for the user to learn and to use and provides extensive online
help. There is also an extensive set of MailMan Application Programmer
Interfaces (API) for the developer."
