Looks like your geoserver layers are "spatially confused" :)  The bounds for
cite:NE12 looks extremely small and the bounds for cite:arkansas looks like
EPSG:4326 values with a defined spatial system of EPSG:900913.  This is not
very noticeable in the geoserver preview, as you have no known frame of
reference.  Once you try to overlay with Google, these issues become quite a
problem!  I'm assuming you used shp2pgsql to get your GIS data into
PostGIS... did you define the correct SRS?  You could try loading the source
shapefiles into GeoServer, publish new layers and try those on your map.
