Aha!  I tried with both the source shapefile of the arkansas data and also
recreated the layer from my PostGIS data with projection 4326 and both
worked!  Seems like I had made a mistake with that the first time.  

Unfortunately, I am still having issues with the GeoTIFF.  It was a .tif I
had downloaded from Natural Earth and turned into a GeoTIFF using FWTools. 
I'd really like to use raster overlays and base layers too :).
