You do the same steps when you update from 1.xx to version 1.3 as when you do re-install.
In version 1.3 there is a new feature called "System Backup" so from version 1.3 on you can backup the hole system easily from 1.3 to upcoming releases. But for now you have to re-install and then, stop openmeetings, import some tables from the old database into the new, copy uploaded files and then re-start openmeetings.
