Second refers to OpenNMS as a whole work, and should always read "1999-$NOW" where NOW is the year when you're modifying this file. First refers just to the file containing it, and should always end in $NOW but start in the year the file was created (or copied and modified). Both these dates need bumping only when one makes code changes in the containing file.
