Second refers to OpenNMS as a whole work, and should always read "1999-$NOW"
where NOW is the year when you're modifying this file. First refers just to the
file containing it, and should always end in $NOW but start in the year the
file was created (or copied and modified).

Both these dates need bumping only when one makes code changes in the
containing file. UI elements with © dates (e.g. includes/footer.jsp) should be
bumped manually at each new year.
