    jtag: Rewrite TAP verification/auto-probe logic
    
    Enable auto-creating additional discovered TAPs even if some TAPs are
    predefined, avoiding initialization failure when it's not necessary.
    
    Create auto-probed TAPs with less noise.
    
    Reduce code duplication between verification and auto-probing.
