Hello!

An idea before 0.9.0 release - maybe it would be worth restricting 
filenames to English characters only? I'm talking about these two files:

http://repo.or.cz/w/openocd.git/blob/abd7ad027ff3caa3887f449492eb8ff77f2eb02a:/tcl/target/%D0%BA1879x%D0%B11%D1%8F.cfg

The reason is that OpenOCD package for Arch Linux has to rename these 
files, otherwise they cannot be packaged (there would be an error about 
problem with UTF-8 coding). At the end of
https://projects.archlinux.org/svntogit/community.git/tree/trunk/PKGBUILD?h=packages/openocd
there is:

|(cd  $pkgdir/usr/share/openocd/scripts/target&&  mv  1986*.cfg1986be1t.cfg)

This package is for 0.8.0, that's why it has only 1 rename, for 0.9.0 2 renames 
would be required.
