** [tickets:#186] User's Guide misleading on dap create**

I'm looking at the User's Guide for release 0.10.0+dev 28 May 2018 and it has:
> 10.8 DAP declaration (ARMv7 and ARMv8 targets)
>
> Since OpenOCD version 0.11.0, the Debug Access Port (DAP) is no longer
> implicitly created
> together with the target. It must be explicitly declared using the dap create
> command.
> For all ARMv7 and ARMv8 targets, the option "-dap dap name" has to be used
> instead
> of "-chain-position dotted.name" when the target is created.
This seems to be misleading because it looks like the same applies to, say,
Cortex-M1 which is ARMv6-M.
This section of the doc probably needs review/updating to accurately reflect
which ARM targets/architectures are impacted by the change that requires the
DAP to be explicitly created/declared in the debug script.
