I know that we've still not written it down as a policy, so here it is
ad-hoc: we only upgrade to a pre/beta/alpha/whatever-flaky version if
the previous version we packaged was also of this type. So never upgrade
from a release version (even reading 0.2.x) to such a version without
having very good reasons.
