xmkmf is a shell wrapper around imake that just provides the
(hardcoded) path to the system's Imake templates.

You need to provide a new xmkmf that points to the correct templates
and you need to adjust the templates depending on what tools are
available in your openpkg hierarchy and what tools need to be used
from the system. Making these adjustments at run-time is the difficult
part.
