All JUNK class packages output at the beginning of their build the
following message:
+----------------------------------Warning------------------------------------+
This OpenPKG package is of class JUNK.
It is in development state and still not even ready for evaluation.
Do not use it at all, as it is definitely unstable and incomplete.
Only CORE and BASE class packages are production grade.

So, you see what JUNK really means: those packages are both incompletely
packaged and hence totally unusable. I would not even _try_ to _build_
those packages. But as I said in my other mail, fortunately we currently
have just 19 of 1039 packages which fall into this classification.
