The rules I see show WAIT_FOR_SYSFS="bus" sounds like
you may bew waiting on the wrong syslink I see in the log
after pluging in a reader for
/sys/devices/pci0000:00/0000:00:1f.2/usb1/1-1/1-1:1.0/bus
where bus is a symlink to ../../../../../../bus/usb.
I tried with WAIT_FOR_SYSFS="bus" instead of WAIT_FOR_SYSFS="dev" but
that does not solve the problem. the action is run too early.
You might also get more info from the log if you set the
/etc/udev/udev.conf udev_log="debug"
or use the command udevcontrol log_print=7
to change it dynamicly, then look in the logs to see what else it says.
I am using udevmonitor. All I see is:
UEVENT[1161766702.947668] add@/devices/pci0000:00/0000:00:1d.1/usb2/2-2/2-2.3

I will ask for help on the linux-hotplug list as suggested by Andreas.
