CardOS formatted with OpenSC let the Life cycle in Administrative mode. You certainly don't need to format the card (you will loose all the content of the card...). But if the card is not formatted with OpenSC tools, you have no garanties that it will work with OpenSC, unless this is clearly documented by your provider. If not, ask for a pkcs11 module.
