I don't think Debian will provide both packages.
Debian sid still have 0.11.13 (0.11.14 is not yet released). OpenSC
0.12.0 does not yet exists.

You can have a look at bug #578376 [1] "openssl: OpenSSL 1.0.0 is
out". Debian should freeze soon (in June according to the rumor). So
it is too late for such a change (according to the package
maintainer).


I understand your feelings. What you can do is propose packages
yourself for the different distributions you want to support. But that
is a huge task.
