Hi, you could say the IRC channel #opensim is the hangout for coders. If someone has information, news that could be of interest for ppl who are "following" the twitter hashtag #opensim (often also coders), they add it to their tweet.
Posts via twitter are "more generally" related to the OpenSim/3D Internet/Metaverse topic. But you are right, twitter is some type of "asynchronous chat", with a persistent chat history.
