An issue reported in Mantis
(http://opensimulator.org/mantis/view.php?id=4877) made me aware of the
requirement to run OpenSimulator with English regional settings (in
particular, the decimal point must be an actual point, which is not the case
for many non-angloamerican countries). I know how to do this for particular
applications on Linux (it is also mentioned in that issue report).

On Windows, I do not want to switch my whole environment to a foreign
regional setting just for OpenSimulator. How do I change this setting for a
single application only?
