As far as running php-shindig-on-iis goes, someone did walk that path before
you and wrote a blog post about it:

(it's the first hit when you search for "php shindig iis" btw, never
underestimate the internet:)

If you're not entirely sure about if you should become a container, it might
also be worth looking into Google Friend Connect (
http://www.google.com/friendconnect/), you can mix it's authentication with
your own (see code examples in the "For Developers" tab) and it can render
any OpenSocial gadgets for you (see the "Add gadget by URL" link in the
gadgets gallery) without having to implement shindig your self.

As far as gadget portability goes, some gadgets do work on any OpenSocial
compliant platform, but unfortunately most are currently written with a
specific container / behavior in mind, so this means having to reach out to
the gadget developers (which you can find by looking through
http://directory.opensocial.org/gadgets/directory?synd=cad) and contacting
them to ask them to support your container.
