The feature html-composer doesn't seem to be in the gadget spec ( http://code.google.com/apis/gadgets/docs/spec.html#corejavascriptapi), nor in the opensocial spec. It's not in the Shindig server either, so I'm affraid you can't use it for now.
Probably someone responsible for the specs should be able to tell you what the reasons are for not including it.
