Applications are displayed in the 'newest additions' section based on the submit date of the app. Hence, if your app was pending for a while (where the reviewer was making recommendations and you were updating the spec etc.), it may not make it into the list.
As for updating the app, you can only do it by changing the xml of the existing app spec in place, but you cannot re-submit the app with the same app spec url.
