Just because it's an example doesn't mean it's not useful ... but I don't
know whether it is or not.

Where it comes from in the source tree isn't particularly relevant.

I don't understand this -- can an LGPL program not link against a GPL
library?

I'm not trying to insist that cddb_query go in /usr/bin; I'm just trying to
figure out why it shouldn't.
