Not sure if it is appropriate for me to comment here.
I would agree to this and would like to point people to the *very
successful* MOTU process of ubuntu.
MOTU (Masters Of The Universe) are the volunteers who maintain the
universe and multiverse components of ubuntu repository. The "Main"
and "Restricted" are components are maintained with support for
security fixes.
This approach adds tremendous value to ubuntu as a distro.
