Technically, no you don't need ARC interactions for a Private =>
Consolidation Private change.  ARChitecture at the PSARC level is
predominantly about public interfaces - or private ones that cross
consolidation boundaries.

Practically speaking, yes you should.  Consolidation Private means
that the C-Team needs to track this stuff, and the way they do that is
to leverage the ARC documentation archives.  After all, why reinvent
the wheel?

Thus, you all are right.  A quick ARC fasttrack is the preferred
low-effort/low-impact mechanism to accomplish your desired result.
Not a full case, and not a thing that on the surface should be
expected to be derailed...
