Yes, that's the somewhat confusing the way the lists were set up. The internal members were on either the LSARC or PSARC mailing lists already. When OpenSolaris opened up the ARC process, the opensolaris-arc list was added for external members to subscribe to, and new lists PSARC-ext and LSARC-ext were created for review of open PSARC & LSARC cases. PSARC-ext sends to the internal PSARC list and the external opensolaris-arc list, and LSARC-ext send to the internal LSARC list and the external opensolaris-arc list (though that should be going away as LSARC merges into PSARC). opensolaris-arc was really intended to be just a distribution list to expand from PSARC-ext & LSARC-ext, with all mail being sent via one of those addresses to hit both sets of participants.
