If you look at the on-ips-dev hg repo or mailing list archives, you'll
see Rich did an amazing amount of work on this project.
The ARC case only covered the changes that the OpenSolaris distro used
to make to ON during the SVR4->IPS transition (things like the pkg
equivalent of "mv /usr/bin/sh /usr/has/bin/sh ; ln -s ksh93 /usr/bin/sh"),
since they can't do that when they get IPS packages directly from ON, and
that was a small part of the overall changes putback to ON.
