Fine.  Compared to the original patch (just a few modifications to
pkgdefs/Makefile), the current one has grown quite a bit, though ;-)

It's both, unfortunately: one first needs to fix the closed-bins tarball
creation so the permissions there match what's in the package definitions,
and then make sure that the corrected permissions are correctly transfered
to the proto area.
