This is largely historical.  There is a bug:

5081104 NCPU has been outgrown on x86

I'm not sure if there is a good reason (besides lack of
resources/priority) why it hasn't been increased yet.

Incidentally, these questions are better asked on 'opensolaris-code' (or
opensolaris-bugs).
