You could do this with screen.  You can attach the same screen
session to multiple windows using the "screen -x" (multi-display)
mode and then switch to the screen you want in each display.

Yeah.. that's always a little painful.  You can name screen
sessions using "screen -S", so I normally tend to group related
windows into the same session and name the session (and the xterm
window) appropriately.
