Let me clarify what I meant by my statement.

I think runat(1) is a good debug/development tool.  I don't believe that
it is useful for building applications on top of, if you need to build
apps then use openat(2) and friends not shell scripting.

Please relocate the tool to /sbin/runat to make clear it is only
intended to be used for administrative purposes.

Huh ? I didn't say it was an admin tool. To me it is a developer and debug tool. Therefore it is not appropriate for /usr/sbin or /sbin. It is certainly never appropriate for /sbin on Solaris since it isn't required to get /usr mounted up.

Moving it now isn't helpful it is in /usr/bin and it either stays there or it goes way. Since it is useful for debug and for developers (and other people have other uses for it) it pretty much means it is in /usr/bin to stay.
