I'm not sure why this is an issue for the OGB. Project governance is generally a matter for the project team to work out internally and in cooperation with the sponsoring Group(s). While fiefdoms and dictatorships are antithetical to the way OpenSolaris has historically been managed, it's up to the Groups to enforce the structures they feel are appropriate.
