You must have your own reasons to do this, I'm not going to lecture
about it. The CONSOLE thing is for other uses (e.g., telnet) for ssh you
must change the 'no' below to 'yes' and restart ssh.
$ grep Root /etc/ssh/sshd_config
PermitRootLogin no
