The Debug Registers provide for a sub-DTRACE level of event tracing: 
instruction fetches, instruction execution, and also storage alteration. 
Powerful debug facilities, functionally similar to IBM mainframe Program Even 
Recording (implemented in z/OS SLIP/Per system commands, and z/VM CP TRACE 
commands). 

Additionally, outside of Intel, Has Sparc architecture ever implemented such 
Debug Register functionality? 

I recently found that Microsoft has implemented Debug Register functionality in 
their 'ba' command, documented here:

I don't know how long the 'ba' command has been in existence, I just found out 
about it recently.
