Actually, this problem affects all non-English locales. But, since it does not bother English locale users, no priority will be given.

Since the majority of Sun's GNOME desktop QA team work in Beijing, I'm sure they're well aware of any issues that affect non-English locales, and they're free to prioritise them as they see fit.
