It seems that you did not install OpenSolaris, but rather Solaris 
Express Community Edition (SXCE). SXCE does not use IPS and the pkg 
command. It might help to understand why you thought you were installing 
OpenSolaris instead of Solaris.

To install OpenSolaris on SPARC at this time, you need to set up an 
install server and use the Automated Installer (AI). See 
http://dlc.sun.com/osol/docs/content/2009.06/AIinstall/ for details on 
how to do this.
