Have you managed to solve this problem?

If not, have you looked at the proxy settings in various places?

And a new thought, many organizations use Microsoft's proxy server in a mode
which requires authentication for Web access in the form of a Microsoft
authentication token.  If this is the case there is nothing you can do on
your desktop system to get web access (short of installing MS Windows and
using IE, possibly via Virtualbox)
